How to Find Virginia Mugshots and Verify Arrest Records
If you are searching for Virginia mugshots, the fastest reliable route is usually local, not statewide. Start with the sheriff, city jail, regional jail, police arrest-report system, or detention center for the place where the arrest occurred. Then use Virginia court records to check what happened after booking.
Where Virginia Mugshots Are Actually Published
Virginia does not provide one simple public statewide website containing every recent county and city booking photo. Arrest and jail information is distributed across local sheriff’s offices, independent-city jail systems, regional jails, police arrest-report pages, the Virginia Department of Corrections, and the Virginia court system.
The correct source depends on what you are trying to confirm. A person arrested yesterday may appear in a local jail roster but not in the state prison locator. A person who has already been released may disappear from a current-custody search while the criminal court case remains searchable.
| What you need | Best official source | What it can tell you | Important limitation |
|---|---|---|---|
| Recent mugshot or booking | Local sheriff, jail, regional jail, or police arrest report | Booking photo when published, arrest date, charges, booking or custody details | Not every locality posts photos online |
| Current Virginia state custody | Virginia DOC locator | People in VADOC custody or supervision and other categories shown by the agency | Not a statewide recent-booking gallery |
| Criminal case status | Virginia Court System | Available criminal case information, hearings, court, case number and status | Coverage differs by court and some records are restricted |
| Custody notification | Virginia VINE | Local-jail custody information and notification services where available | It is not a substitute for the court record |
| Official criminal-history check | Virginia State Police | Virginia criminal-history request procedures | A criminal-history check is different from a mugshot search |
How to Search Virginia Mugshots Step by Step
Start with the city, county, or regional jail area where the person was arrested. In Virginia, independent cities can have their own courts and detention systems, so searching the surrounding county may lead you to the wrong source.
Look for labels such as “Inmate Search,” “Inmate Lookup,” “Current Inmates,” “Booking Information,” “Arrest Reports,” or “Adult Detention Center.” Prefer a government or official sheriff/jail domain over a copied mugshot site.
Use the full legal name when available. Compare age, booking date, locality, arresting agency, subject or booking number, and other published identifiers before assuming the result belongs to the person you are researching.
Write down the charge wording, arrest or booking date, agency, bond information, case number, and court name when shown. These details make the next court search much more accurate.
Open the Virginia Court System Case Status and Information page. Use the statewide search or the appropriate local court search and compare the court, defendant name, charge, hearing date, and case number.
The VADOC Inmate and Supervisee Locator is designed for people in categories maintained by the Department of Corrections. It is not the best first tool for a fresh local arrest.
Virginia law provides for release of adult arrestee photographs taken during routine booking, subject to a felony-investigation exception. Send a focused records request to the agency that actually holds the booking photo.
Mugshot, Booking Record, Court Record, and Criminal History Are Different
Booking photo
A mugshot is typically taken during intake. It helps associate a person with a booking event, but it does not show the final legal result.
Jail or booking record
This may show current custody, arrest or booking date, listed charges, bond information, booking number, or release information. Fields vary by facility.
Court record
The court record is where you check filed charges, hearings, case status, dispositions, and other recorded court actions. It is the better source for what happened after arrest.
Criminal-history record
A State Police criminal-history request follows separate rules and procedures. It is not the same thing as looking at a local booking page or a court docket.
Official Virginia Local Search Examples
Virginia localities use different systems. The examples below show why a statewide mugshot search often requires more than one route. They are not a complete list of every Virginia jail or sheriff’s office.
How to Request a Virginia Mugshot That Is Not Online
Virginia Code § 2.2-3706 requires law-enforcement public bodies to provide adult arrestee photographs taken during initial intake as part of routine booking when requested under Virginia FOIA. A photo may be withheld temporarily when release would jeopardize a felony investigation, until that concern no longer applies.
Use the agency that actually created or holds the booking record. That may be the sheriff, city jail, regional jail, police department, or another law-enforcement custodian. Sending the request to a court clerk will not help if the clerk never possessed the booking photograph.
Micro-step request process
- Identify the arresting agency and the jail or intake facility.
- Find the agency’s official records, FOIA, public information, or records-request page.
- Ask for the adult arrestee photograph from the initial booking and identify the person and arrest date as specifically as possible.
- If you also need booking information, separately ask for the adult arrestee’s identity information and status of the charge or arrest.
- Request electronic delivery if that format works for you and the agency uses it in the regular course of business.
- If cost is a concern, ask for an estimate before the agency performs a chargeable search.
- Keep the agency’s written response, especially if all or part of the request is withheld.
Example wording: “Please provide the adult arrestee photograph taken during the initial intake and routine booking of [full name] for the arrest on or about [date] in [locality], along with the current status of that arrest or charge if maintained by your office. Electronic delivery is preferred.”
Virginia FOIA response time
For a qualifying Virginia FOIA request, the public body generally must respond within five working days. If a response is not practical within that period, the law allows a written response invoking additional time under the circumstances described in the statute.
Fees and estimates
A public body may charge reasonable amounts that do not exceed its actual cost of accessing, duplicating, supplying, or searching for records. You can ask for a cost estimate before records are supplied.
Virginia FOIA’s statutory access language applies to citizens of the Commonwealth and specified news-media representatives. An agency may have additional public-access practices, so check the custodian’s current request instructions before submitting personal information or payment.
Verify Charges and Case Status After You Find a Mugshot
A booking charge can change after the arrest. Prosecutors may amend charges, a court may dismiss a count, a case can move between courts, or the final disposition may differ from the wording shown on the booking page. That is why a mugshot search should be followed by a court search when accuracy matters.
Use Virginia’s official case tools
Go to the official Virginia Court System page.
Virginia provides statewide online access to adult criminal case information in juvenile and domestic relations district courts, criminal and traffic information in general district courts, and select circuit courts.
Do not rely only on a shared name. Compare the locality, court level, case number, hearing date, and charge information.
A pending case, dismissed charge, acquittal, nolle prosequi, or conviction are materially different outcomes.

When to Use VADOC, VINE, or NAAVI
| Tool | Use it for | How to search | Key distinction |
|---|---|---|---|
| VADOC Inmate & Supervisee Locator | People in VADOC custody or supervision and other categories listed by VADOC | Name or 7-digit DOC ID, with additional search options | VADOC says the locator is updated daily but data can still be inaccurate or outdated |
| Virginia VINE | Local-jail custody information and notification where available | Search through the Virginia VINE service | Virginia’s NAAVI guidance distinguishes VINE local-jail notifications from VADOC notifications |
| NAAVI | Victim notification and assistance for qualifying people connected to individuals in VADOC custody or supervision | Use the NAAVI inmate search and request process | NAAVI is a VADOC victim-services program, not a general mugshot gallery |
Why You May Not Find a Virginia Mugshot Online
The person was released
Some inmate searches show only people currently in custody. Arlington, for example, states that its inmate query does not provide historical information after release.
You searched the wrong locality
Virginia’s independent cities and regional jail systems make location especially important. A city arrest may not appear in the neighboring county’s jail search.
The photo is public but not posted online
Public availability and website publication are not the same thing. A records request may be necessary even when Virginia law requires release of an adult booking photo.
A felony-investigation exception applies
Virginia law permits temporary withholding of an adult arrestee photograph when release would jeopardize a felony investigation.
The record involves a juvenile
The adult-arrestee disclosure rule does not apply in the same way to juveniles. Local agencies also restrict juvenile arrest and inmate information.
The person moved to state custody
If the person is now under VADOC authority, use the state inmate and supervisee locator rather than relying only on a local current-custody page.
How to Avoid Matching the Wrong Person
Same-name mistakes are common in arrest research. Do not treat a name match as confirmation. Before sharing, saving, or relying on a record, compare as many independent identifiers as the official source provides.
- Full legal name, including middle name or suffix when shown
- Age or date-of-birth information when lawfully displayed
- Arrest and booking date
- City, county, or regional jail
- Arresting agency
- Booking, subject, inmate, or DOC identification number
- Charge wording and Virginia Code section when shown
- Court name and case number

Use the Booking Record as a Starting Point, Not the Final Answer
A useful Virginia mugshot search should lead you to the original source, help you identify the correct person, and show you how to verify the case. For a recent arrest, begin locally. For court status, use Virginia’s judiciary. For state custody, use VADOC. If the booking photo is not posted online, request it from the agency that actually maintains it.
When information matters for legal, safety, employment, housing, licensing, financial, or other consequential decisions, do not rely on a mugshot page alone. Obtain the appropriate official record and confirm the final disposition.
